Signage, forms, instructional programs providing information in alternate languages is a revenue losing proposition.  A govenment that offers too many programs from which there is no gain is a government destined for bankrupcy. More personnel is needed, more paper, metal, plastic, more confusion- all the costs add up and so does the confusion and the feeling that immigrants have taken the front seat in the U.S. economy and the middle class pays for the taxes to fund this and get the back seat as far as their rights are concerned.  What happened?
